About the Role

Parsons is looking for a practical, experienced Civil Engineer to support large infrastructure works in Tabuk, Saudi Arabia. The position focuses on validating designs, supervising site execution, and maintaining quality across heavy civil assets. You will help ensure that earthworks, grading, roads, and utility works are delivered in line with master planning, approved tolerances, and recognized engineering standards.

Key Responsibilities

  • Oversee daily heavy civil construction activities such as bulk earthworks, deep grading, road building, and wet and dry utility installation, making sure the work matches approved drawings and specifications.
  • Examine contractor shop drawings, material submissions, and method statements for civil and structural scopes, and identify constructability concerns or clashes before they affect site progress.
  • Carry out site inspections, observe compaction tests, and review preparations for concrete pours, then approve civil and structural stage checkpoints with client representatives.
  • Track contractor output against the baseline programme, confirm installed quantities, and provide accurate progress updates to the Resident Engineer.
  • Apply strict health, safety, and environmental controls by ensuring excavation safety, dust suppression, and orderly site logistics in a challenging desert setting.

Required Background and Skills

  • At least 7 years of direct civil engineering experience, with strong exposure to mass earthworks, road networks, or major site development projects.
  • A bachelor’s degree in Civil Engineering from an accredited institution is required.
  • Registration with the Saudi Council of Engineers is strongly preferred.
  • Solid knowledge of international civil engineering standards, including ASTM, AASHTO, and ACI codes.
  • Ability to interpret grading plans, utility profiles, and geotechnical reports accurately.
  • Strong technical English communication skills, both written and spoken, are necessary for coordination with contractors, surveyors, and project managers.
  • Willingness to relocate to Tabuk and work full time onsite is required.
  • Experience with the soil, logistics, and delivery conditions of major Saudi giga-projects such as NEOM, Trojena, or Red Sea Global is highly advantageous.
