Role overview

This position supports Child and Youth Services (CYS) programming in Stuttgart, Baden-Württemberg, Germany. The job focuses on providing safe, age-appropriate care and developmental support for children and youth from 6 weeks through 18 years old.

Key duties

  • Deliver nurturing care and guidance suited to each child or young person's developmental stage.
  • Keep close supervision of children and youth at all times and stay aware of their location and safety during routines, indoor and outdoor play, outings, field trips, and special events.
  • Help carry out planned activities, schedules, and routines using prepared lesson plans, materials, and curriculum for both group and one-on-one participation.
  • Assist with providing snacks and meals when required.
  • Recognize and respond appropriately to urgent situations, including evacuations, illness, and children’s physical or emotional needs.

Employment conditions

  • For Child Development Center roles, the employee must be able to lift and carry up to 40 lbs and regularly walk, bend, stoop, and stand.
  • Good visual and hearing capability is required to maintain sight-and-sound supervision and respond quickly when needed.
  • The employee must report all suspected child abuse or neglect as required by law.
  • All required DoW and service training, orientation, ongoing annual training, and certifications must be completed on time, and current CPR and First Aid certification must be maintained.
  • Failure to complete required training with demonstrated competence may lead to separation.
  • The schedule may include evenings, weekends, and holidays, and work may occur both indoors and outdoors.
  • Occasional field trips indoors and outdoors may be part of the assignment.

Qualifications

Applicants are expected to submit a resume of no more than two pages that clearly shows relevant experience, skills, knowledge, and abilities related to the job.

  • For entry-level consideration (CY-01), candidates must be at least 18 years old.
  • A high school diploma or equivalent is required.
  • Applicants must be able to communicate clearly in English, both verbally and in writing.
  • For higher pay levels such as Skill Level (CY-01) and Target Level (CY-02), additional qualification details are available in the Applicant Information Kit.
  • College transcripts or certificates may be needed at the time of application for candidates seeking Skill or Target level consideration.

Education requirement

At minimum, applicants must have a high school diploma or GED. Proof of education must be provided when applying. Education used to qualify must be directly relevant to the position; general education coursework does not count toward the required credit total. All education documents must be in English or accompanied by an English translation. To meet entry-level requirements, applicants must upload a copy of their high school diploma, transcript showing completion date, GED certificate, or proof of a college degree. For qualification beyond entry level, a college transcript or certification is needed to verify the higher grade requirements.

  • This benefit is available to MWR CYS Regular and FLEX employees who work at least 15 hours.

Area of consideration

The vacancy is limited to candidates living within the local commuting area of Stuttgart, Germany. Military Spouse Preference (MSP), Family Member Preference (FMP), and Involuntarily Separated Military Preference (ISMP) eligible applicants are included in the area of consideration.

PCS and relocation

  • Permanent Change of Station (PCS) expenses are not authorized because a move is not considered to be in the Government’s interest.

Allowances and pay differentials

  • This is a pay-banded position.
  • Sunday premium pay may be available for regularly scheduled employees, and night differential may be approved by the Garrison Commander.
  • Foreign overseas allowances, post allowance, and other differentials may be paid.
  • Overseas employment can include additional benefits and entitlements.
  • Applicants must comply with the Exceptional Family Member Program.

  • A Flexible option exists with no minimum weekly hours and no benefits eligibility.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • In NATO countries, employment under U.S. conditions is limited by NATO SOFA to nationals of a NATO country, and people cannot be employed under U.S. conditions in their country of citizenship.
