Job description

About the organisation

Horizon Bank is a member-owned, community-minded bank that focuses on helping its members and the communities around them. The organisation is recognised for a supportive culture, strong employee engagement, and a clear commitment to doing what is right for both staff and members. Because the bank is relatively small, decisions are made close to the business, and employees can see how their work contributes directly to member outcomes and overall organisational results.

About the role

The bank is looking for a practical, hands-on Chief Information Officer to shape and improve its technology direction, service performance, and overall digital environment. The role operates in a model that relies heavily on external vendors, so the CIO will be responsible for making sure technology services remain well controlled, secure, and aligned with business needs and regulatory expectations. Reporting to the CEO and managing a small team, this is a senior leadership position that combines strategic thinking with direct delivery. You will partner with the wider business to support innovation, improve systems and processes, and strengthen the member experience.

Key responsibilities

  • Create, maintain, and evolve the bank’s technology strategy and delivery roadmap.
  • Take ownership of technology performance, reliability, resilience, and security across the environment.
  • Drive technology projects and ongoing improvement work from planning through to completion.
  • Oversee critical vendors and service partners, including service quality, risk management, and contract outcomes.
  • Lead cyber security management, IT risk controls, and compliance with relevant regulations.
  • Build stronger data governance and analytics capability to improve business insights and decision-making.
  • Ensure business continuity and technology resilience across all systems and outsourced providers.
  • Prepare strategic reporting and provide advice to the CEO, executive leadership, and the Board.
  • Coach, lead, and develop a small technology team to deliver high performance.

About you

You are a senior technology leader who can think strategically while still being ready to get involved in practical delivery when needed. You bring experience working in vendor-managed or outsourced technology settings, and you understand cyber security, IT risk, and the expectations of structured or regulated environments. You have a strong record of achieving results in lean and agile organisations, and you are confident engaging stakeholders at executive and board level.

Desirable

Experience within banking, financial services, or other regulated sectors will be highly regarded. Relevant tertiary study or professional certifications would also be an advantage.
