Job description
About the Role
You will join CPF Board in a role focused on driving strategic workforce planning change. The position supports the organisation’s mission of helping more than 4 million members plan for retirement, healthcare, housing, and life uncertainties. It calls for strong analytical thinking, sound judgment, and close collaboration across teams.
As part of the change function, you will help shape communications and stakeholder engagement efforts that support new workforce strategies, organisational designs, and capability frameworks. You will work with HR leadership, business teams, and senior stakeholders to guide transformation efforts, monitor implementation, and suggest practical improvements so that workforce planning changes are adopted smoothly and sustained over time.
The role is on a 1-year full-time contract directly under CPF Board payroll. The seniority level and final job title will depend on your experience.
Key Responsibilities
- Design and carry out change management plans for workforce planning initiatives, with attention to organisational dynamics, workforce trends, and cross-functional dependencies.
- Apply recognised change frameworks such as ADKAR to address culture shifts, capability gaps, and long-term workforce improvement needs.
- Work with HR leaders, business heads, and senior management to prepare the organisation for workforce-related changes.
- Conduct stakeholder assessments using tools such as readiness checks, skills gap reviews, leadership interviews, and employee surveys to inform change strategy.
- Create and deliver change programmes that support adoption of new planning processes, career pathways, and organisational structures through suitable communication and collaboration channels.
- Use consultation skills to help stakeholders across different levels work through workforce changes and align on workable solutions.
- Plan targeted communications for employee groups, managers, and union representatives to explain workforce planning changes clearly.
- Lead engagement efforts for workforce restructuring, capability-building programmes, and succession planning rollouts, while building strong relationships and influence across the organisation.
- Support HR teams and business leaders in executing change activities and strengthen their capability for future workforce initiatives.
Requirements
- Proven experience in large-scale organisational change programmes, including diagnosing, designing, and implementing change efforts for workforce transformation.
- Experience with strategic workforce planning, organisational restructuring, capability development, or succession planning will be an advantage.
- Solid understanding of change management concepts and methods, with practical experience using change tools for workforce-related initiatives.
- Ability to interpret workforce trends and turn insights into actionable implementation strategies.
- Strong writing, presentation, and communication skills, with experience tailoring messages for audiences of different sizes and seniority levels.
- Comfort in engaging stakeholders across the organisation, including union representatives.
- Ability to plan and execute full change strategies while working with HR leaders, business heads, employees, and external partners.
- Strong project management skills, including managing several transformation efforts at the same time and delivering measurable outcomes in complex environments.
- Self-motivated, emotionally intelligent, and able to work both independently and in cross-functional teams.
- Adaptable and resilient in settings where workforce needs and priorities change quickly.
- Public sector workforce planning and change management experience is preferred.
