Role Overview
JD Industrial’s Middle East business is hiring a Building Materials Procurement Manager based in Riyadh, Saudi Arabia. This role sits within the JD Industrial - Middle East Business Department and reports directly to the Middle East Procurement Director. The business is part of JD Group’s industrial supply chain network, serving more than 7,000 major enterprise customers and over 2.6 million SMEs, with a platform offering in excess of 40 million SKUs. In Saudi Arabia and the UAE, the team delivers one-stop sourcing solutions across building materials, MRO, and engineering equipment.
Category Strategy and Planning
- Create sourcing strategies for Saudi building materials such as steel, cement, sand and gravel, aluminum products, doors and windows, sanitary fixtures, stone, and fire protection materials.
- Align procurement planning with demand from infrastructure, residential, and industrial projects, and prepare annual and quarterly plans along with savings targets.
- Research the Saudi market in depth, including pricing trends, production capacity distribution, and import rules such as tariffs, customs clearance, and certification requirements.
- Build a market price benchmark system and an alert mechanism for unfavorable price movement.
- Use historical procurement records, cost breakdowns, and supplier performance data to uncover savings opportunities and drive centralized purchasing, framework contracts, and local sourcing.
Supplier Development and Management
- Develop a local supplier base across manufacturers, traders, and agents, prioritizing strong pricing, valid certifications such as SASO, and dependable production capacity.
- Own supplier onboarding from assessment and factory audits through negotiations, contracting, and final approval into the qualified supplier list.
- Monitor supplier performance using indicators such as quality pass rate, on-time delivery, price competitiveness, and service responsiveness.
- Run monthly and quarterly evaluations, continuously refine the supplier mix, and address quality, delivery, and claim-related issues.
- Maintain strategic supplier relationships and negotiate long-term cooperation terms, payment credit, rebates, and joint cost-reduction initiatives.
Procurement Execution and Cost Control
- Translate project and customer demand in the Middle East into sourcing and tender plans, including bidding, price comparison, and negotiation workflows.
- Lead commercial discussions and oversee contract execution end to end.
- Manage the full purchase cycle from order placement through delivery follow-up, sampling inspection, logistics coordination, customs clearance support, warehouse acceptance, reconciliation, and settlement.
- Track freight, tariffs, customs fees, and unit pricing to keep total procurement cost under control.
- Resolve procurement exceptions such as quality disputes, late deliveries, damaged or short shipments, claims, and return or replacement cases.
Compliance, Risk, and Process Improvement
- Ensure sourcing activities comply with Saudi regulations, customs policies, SASO certification rules, and JD Group’s procurement and integrity standards.
- Set up procurement risk controls to reduce exposure to fraud, supplier default, compliance breaches, and integrity-related risks.
- Carry out regular self-checks and internal audits to strengthen compliance.
- Standardize and digitize procurement workflows, improve category records, supplier profiles, and price registers, and integrate with JD Industrial’s procurement systems to improve efficiency and visibility.

Requirements
- A bachelor’s degree or higher in Supply Chain Management, Procurement Management, Civil Engineering, Material Engineering, International Trade, or a closely related field.
- At least 5 years of experience in building materials sourcing.
- Minimum 2 years of local procurement experience in Saudi Arabia or the Middle East, preferably tied to engineering or project-based building materials procurement.
- Strong knowledge of the Saudi building materials market and supplier landscape.
- Hands-on experience with key categories such as steel, cement, aluminum materials, doors and windows, and bathroom fixtures.
- Proven ability to build supplier networks from the ground up or to deliver measurable category cost reductions.
- Strong English communication skills for listening, speaking, reading, and writing.
- Arabic language ability is a strong advantage.
