Job description
Job purpose
This role is focused on planning, coordinating, executing, and overseeing mechanical and electrical (M&E) systems for major infrastructure developments. The position supports the delivery of projects that align with overall development goals and sustainability outcomes.
Key responsibilities
- Lead the planning, development, and delivery of M&E systems, covering building services, utility networks, and infrastructure solutions from early concept stage through project completion.
- Work with internal teams, external agencies, and partners to support discussions and decisions across the full project journey, from initiation to handover.
- Handle project management activities, including reviewing consultants’ designs and coordinating M&E installation and utility infrastructure work throughout the project lifecycle.
- Prepare detailed implementation plans and strategies for M&E works.
- Draft project briefs, technical requirements, performance specifications, and tender documents for consultancy and construction packages.
- Coordinate interfaces between building systems, infrastructure components, and stakeholders to ensure smooth integration and strong operational performance.
- Assess risks affecting M&E systems and critical infrastructure, and put appropriate mitigation measures in place.
- Ensure projects comply with applicable regulations, safety and quality expectations, sustainability requirements, timelines, and budget limits.
- Work independently while also guiding and leading project teams when required.
- Carry out routine site inspections and visits, and provide updates on quality and progress.
Requirements
- A Bachelor’s or Master’s degree in Mechanical Engineering or Electrical Engineering is required.
- At least 12 years of post-graduate experience in M&E engineering, with significant exposure to large-scale infrastructure or development projects.
- Hands-on experience in designing and implementing large building services systems and utility infrastructure, along with knowledge of local authority processes, statutory submissions, and relevant codes and standards.
- Experience with Green Mark certification or sustainability implementation is preferred; design experience in ACMV and fire protection systems would be an added advantage.
- Familiarity with procurement procedures, including tender evaluation, contract administration, and working knowledge of PSSCOC.
- Strong project management background with the ability to lead and coordinate multidisciplinary teams.
- Excellent analytical and troubleshooting abilities, with capability to manage technical risks and resolve interface issues carefully and accurately.
- Strong English communication skills, both written and verbal, with the ability to engage effectively with technical and non-technical stakeholders.
