Role overview
The Quality Manager reports to the Chief Compliance Officer and is responsible for the daily management of the Quality Department and the execution of the organization’s Quality Assurance and Performance Improvement (QAPI) program. The role focuses on tracking and improving performance across PCMH, UDS, HEDIS, payer quality incentive programs, and other quality, regulatory, and value-based reimbursement efforts.
This position guides Quality Coordinators and Quality LPNs, partners with clinical and operational leaders to strengthen patient safety and outcomes, equips providers with improvement tools, and drives data-based initiatives that support evidence-based care, compliance, and ongoing quality enhancement.
Qualifications and requirements
- A bachelor’s degree in a healthcare-related discipline is required.
- Applicants should have 3 to 5 years of experience in a healthcare quality-related role.
- Experience with PCMH, UDS, HEDIS, payer incentive programs, and value-based reimbursement work is preferred.
- Strong teamwork skills are needed to collaborate effectively with clinicians, operations staff, and other healthcare professionals.
- The role requires proven ability to lead staff, assign work, and maintain a cooperative, accountable team environment.
- Excellent communication skills are needed, including verbal, written, interpersonal, and organizational abilities.
- The candidate must be able to juggle multiple priorities, work to deadlines, and adjust to changing organizational needs.
- Working knowledge of healthcare regulations, accreditation standards, and quality requirements, including federal and state rules relevant to FQHCs, is expected.
- Knowledge of quality improvement methods, performance measurement, and data-driven improvement practices is preferred.
- Understanding of adult learning principles and the ability to develop and deliver staff education is preferred.
- Proficiency with Microsoft Office and healthcare information systems is required.

Core responsibilities
- Track major performance measures such as HEDIS and UDS and work with senior leadership to improve processes and systems to meet targets.
- Organize and lead regular quality improvement meetings.
- Support clinic-level improvements using the Plan, Do, Study, Act (PDSA) approach.
- Monitor patient and family complaints and formal grievances, including matters escalated into Quality Improvement.
- Review incident report patterns to uncover service improvement opportunities.
- Join meetings with managed care insurers to review HEDIS performance and help clinical teams launch score-improvement initiatives.
- Create and update quality improvement policies and procedures.
- Ensure compliance with standards required to maintain PCMH accreditation.
- Build and maintain corporate quality improvement plans in alignment with HRSA and FTCS standards and the HFHC strategic plan.
- Act as a support resource for internal and external audits.
- Make sure corrective action plans from audits are carried out and documented quickly.
- Take part in multi-organization learning collaboratives to promote evidence-based and best-practice care.
- Represent the organization in regional and national groups such as FACHC and NACHC.
- Represent HFHC in community organizations and boards when approved by the Director of Compliance.
- Perform additional duties as assigned by the Director of Compliance.
Physical requirements
The role requires frequent speaking and listening. The employee must also be able to lift 20 pounds and handle, carry, and move equipment, supplies, and other onsite materials as needed for the position.
