About the Role
The Data Strategy team in CAAS’ Data and Performance Division shapes how data is governed, shared and used across the organisation and the wider aviation ecosystem. The function develops policies, builds the supporting data architecture and infrastructure, and drives implementation approaches that make secure data exchange possible. It also promotes responsible use of data for policy development, planning, operations and R&D, while building a strong data-centric culture that supports long-term organisational outcomes.
Key Responsibilities
- Create and implement data governance policies, define ownership and accountability, and set operating models for CAAS and ecosystem stakeholders.
- Set and upkeep standards for data classification, metadata handling, data quality, and data lifecycle management.
- Ensure adherence to relevant regulatory and policy requirements, including IM8, PDPA, and aviation-sector rules.
- Track governance performance, prepare updates for senior leadership and governance forums, and identify improvement opportunities.
- Design and operationalise frameworks that enable secure, ethical, and business-useful data sharing across the aviation ecosystem.
- Drive the use of interoperable standards that improve data accessibility and reuse while protecting confidentiality and security.
- Encourage sound governance habits and ethical data practices among CAAS teams and external partners.
Requirements
- Background in Data Management, Computer Science, Information Systems, or a closely related field.
- At least 5 to 8 years of relevant work experience in data governance, data management, or data strategy, ideally within the public sector, aviation, or other regulated environments.
- Good knowledge of data governance frameworks, policies, and supporting tools.
- Working familiarity with Whole-of-Government requirements such as IM8, personal data protection rules such as PDPA, and recognised international data governance practices.
- Practical experience in data quality management, metadata design, and data lifecycle governance.
- Exposure to cloud computing, data warehouses, and data pipelines will be an advantage.
- Strong ability to manage stakeholders, facilitate discussions, and communicate clearly with both technical and non-technical audiences.
- Analytical, collaborative, and solution-focused approach with strong attention to detail and a commitment to continuous improvement.
Additional Information
The appointment level will depend on the candidate’s relevant experience. The successful candidate will initially be engaged on a 3-year contract. Depending on business needs and performance, consideration may be given to a permanent appointment or contract renewal.
