Customs & Transit Officer

Role context

This position sits within a fast-moving customs and transit environment where day-to-day work involves dealing with suppliers, customers, TRA, PBPA staff, and other stakeholders during document processing. Some counterparts may not always be cooperative, so firmness and professionalism are important.

The role requires a very high level of accuracy because the documents handled are tied to large financial values. Many tasks also run on strict deadlines, so the job calls for strong focus, discipline, and the ability to manage time effectively.

Key responsibilities

• Apply safety management systems and support HSEQ requirements in all customs and transit activities.
• Monitor product quality to ensure compliance with Tanzania Bureau of Standards requirements.
• Process fuel taxes, manifest comparisons, and wharfage payments on time to prevent penalties and delays in clearing transit parcels.
• Track transit and transshipment documentation for Tanzania, DRC, Burundi, Uganda, Rwanda, and Zambia for GAPCO and Total, while keeping files complete, organized, and available for internal teams, customers, regulators, and auditors.
• Prepare monthly tax forecasts for treasury, update them when changes arise, and handle tax assessments and payments in line with customs procedures to avoid products being discharged into the wrong depot and to eliminate late-payment penalties.
• Manage manifest comparisons, refund claims for overpaid fuel taxes, additional tax payments, and wharfage payments in accordance with customs rules and timelines.
• Follow transit product aging closely, issue weekly age reports every Monday to transit customers and the supply manager, and request extensions from TRA at least 5 days before expiry to avoid localization and customer disruption.
• Coordinate transit loadings by ensuring documents are completed on time and by tracking trucks through border validation and bond cancellation until closure.
• Share pending monthly items and action plans needed to close open transit matters.
• Handle localization-related taxes and wharfage promptly and follow up immediately with TRA for bond cancellation once products are localized.
• Respond to customs queries on time, including audit-related requests.
• Communicate all transit documents needed by customers, including outturn reports, quality and quantity certificates, loading summaries, and pump-over reports.
• Complete vessel-by-vessel reconciliations with transit customers at the end of each uplift and provide all supporting documentation.
• Coordinate Notices of Intention with depot managers, supply teams, and hospitality assistants so that all product receipts at Gapco and Total are approved by TRA, properly received, and filed for customs purposes, including hospitality customers.
• Support administration on unresolved supply-section matters that could delay licence renewals, such as OMC licences and truck validation issues.
• Maintain complete records and correspondence with TRA and other parties connected to trading, exports, transit cargo, and local customs.
• Handle all other customs-related matters for GTL and TTL.
• Manage EWURA pricing tasks.
• Compute demurrage charges.
• Track stock for transit customers.
• Process PBPA, EWURA, and surveyor invoices in DMS.

Candidate profile

The ideal candidate should hold a bachelor’s degree in Customs or Logistics, have knowledge of the product line, understand import customs procedures, and bring at least 3 years of experience in customs and transit work.
