Business Analyst / Scrum Master

Role Summary

We are seeking a Business Analyst who will spend about 80% of the role on business analysis and 20% on Scrum Master duties. The position supports large-scale IT systems for the Singapore Government and calls for someone who works in a structured way, makes clear decisions, and stays focused on delivery. The work environment involves strict governance, audit, and compliance expectations.

Business Analysis Responsibilities

• Work with business users, government stakeholders, and vendors to gather and clarify requirements.
• Create business requirement documents, functional requirement documents, user stories, process flows, and interface specifications.
• Maintain strong traceability, follow governance rules, and apply disciplined change control.
• Act as the connector between business teams, technical teams, and system integrators/vendors.
• Assist with system integration testing, user acceptance testing, integration activities, and production deployment.

Scrum Master Responsibilities

• Run Scrum ceremonies and make sure the backlog is properly prepared.
• Improve sprint predictability and support disciplined delivery.
• Identify blockers, help resolve impediments, and surface risks early.

Requirements

• 3 to 8 years of experience in IT delivery.
• At least 2 years of experience as a Business Analyst on large-scale systems.
• Background in Singapore Government or public sector IT is preferred.
• Good understanding of Agile methods as well as SDLC approaches such as Waterfall and Hybrid.
• Experience working in multi-vendor delivery environments.
• Practical hands-on experience with Jira, Confluence, and Azure DevOps.

Additional Information

This is a full-time onsite role based in Singapore, Singapore. The role combines business analysis and Scrum Master responsibilities in a government IT setting.
