Role Overview
The City of Barrie is hiring a Property Standards Officer to carry out investigations and enforcement work related to property maintenance by-laws. This includes looking into alleged violations involving building interiors and exteriors, pool enclosures, yards, vacant lots, and the boarding of vacant buildings. The role also involves inspection work to verify compliance for applications linked to two-unit house registration, business licensing, boarding/lodging/rooming houses, and the cleanup of dismantled marijuana grow houses or clandestine labs.
This position sits within the Legislative and Court Services Department, which includes Legislative Services, Court Services, and Enforcement Services. The department supports municipal governance, justice administration under the Provincial Offences Act, and enforcement of municipal by-laws such as parking, animal control, property standards, business licensing, and sign regulations.
Employment Details
This is a unionized role available as either a permanent full-time or temporary full-time assignment lasting up to 12 months.
Salary range: $71,635.20 to $85,876.60 per year. The role is within CUPE Local 2380, Pay Level 7, with an hourly rate of $39.36 to $47.18. Standard working hours are 35 per week under the collective agreement.
Work location: 45 Cedar Pointe Drive, Barrie, Ontario.

Key Duties
- Investigate suspected violations of property maintenance by-laws across a range of property conditions and uses.
- Inspect properties to confirm compliance with applicable regulations and standards.
- Support enforcement action, including matters that may proceed to court.
- Prepare accurate records, observations, and evidence for regulatory and legal purposes.
- Work across varied field conditions, including construction sites and properties with unfinished roads.
Education and Training
The position requires two years of post-secondary study related to law administration and enforcement, building design, or building construction. Applicants should have completed the Ontario Association of Property Standards Officers Part 1 Basic Level Course. The City expects the successful candidate to complete the Intermediate and Advanced OAPSO training levels before reaching the job-rate salary. CPSO certification from OAPSO is required.
Applicants who do not fully meet the stated academic requirements may still qualify under the City’s Education Equivalency Policy if they have substantial directly related experience. The position equivalency code is C.
Experience and Skills
A minimum of three years of experience inspecting buildings for regulatory compliance is required, along with experience enforcing regulations and appearing in court.
The role also calls for practical physical capability, strong report-writing and record-keeping, the ability to interpret building plans, and comfort using office and inspection software. Work may require responding to deadlines, meetings, and heavier workloads outside standard hours, including evenings and weekends when needed.
