Role Overview
This position is focused on payroll administration and related human resources support for an onsite team in Bloomington, California. The role combines payroll processing with employee data management, compliance checks, HR coordination, and support for workplace policies and employee issues.
Core Duties
- Run payroll accurately and on schedule.
- Maintain reports and handle timecard corrections and adjustments.
- Process employee status changes such as transfers, promotions, and exits.
- Review personnel records to confirm they meet compliance standards.
- Validate worked hours for credentialing purposes.
- Handle garnishments, paid sick leave updates, and KPI-related updates.
- Support the HR team with matters related to leaves, compensation, and other HR topics, and help resolve concerns as they come up.
- Direct employees to the appropriate HR generalist, specialist, or assistant based on the reason for their inquiry.
- Help promote HR programs that support a smooth and low-conflict workplace.
- Assist with developing and putting HR policies into practice.
- Maintain dependable and punctual attendance.
- Help ensure compliance with company rules and government requirements related to pay, benefits, affirmative action, employment law, and diversity.
- Provide life-saving assistance when necessary to protect Cedar House clients and employees.
- Apply trauma-responsive practices consistently to support safety, trust, and healing.
- Train coworkers or assist with training when needed.
- Carry out additional tasks and responsibilities as assigned.
Qualifications
- Prior experience in Human Resources is required.
- Completion of 12 years of education or a GED is required.
- A bachelor’s degree in a related discipline is required, or comparable experience may be accepted.
- HR professional designation certification is preferred.
- Must complete ongoing education and training as required by Cedar House, the county, and the state.
- Current CPR, First Aid, and AED certification must be maintained.

Physical Requirements
This role is primarily stationary for most of the day, with occasional movement around the office to use filing cabinets or office equipment. The person in this role must be able to use a computer and other office machinery, climb up or down ladders or similar equipment when needed, and position themselves to maintain files. Clear communication and accurate information sharing are essential. The role also requires close-range attention to detail and may involve lifting boxes of up to 20 pounds. There may be occasional exposure to outdoor weather conditions.
Work Environment
The position is performed in an office setting with no regular exposure to weather. The noise level is generally moderate.
