HSE Officer

About the Role

Sameer Al-Marzouki Engineering Consultants is looking for an experienced, hands-on, and safety-focused HSE Officer to oversee health, safety, and environmental practices across project locations. In this position, you will help ensure that site activities comply with company procedures, client expectations, and relevant regulations, while also strengthening a proactive safety culture.

Key Responsibilities

• Put HSE policies, procedures, and programs into practice and track their effectiveness.
• Carry out regular site walkthroughs, safety audits, and hazard assessments to spot and reduce risks.
• Make sure all work aligns with local laws, client standards, and recognized international HSE requirements.
• Look into incidents, accidents, and near misses, then prepare detailed findings along with corrective and preventive actions.
• Deliver safety inductions, toolbox talks, and awareness sessions for employees and contractors.
• Oversee proper PPE usage and enforce on-site safety rules.
• Keep HSE logs, reports, metrics, and related records up to date.
• Assist with emergency readiness activities and take part in emergency response exercises.
• Liaise with project teams, contractors, and other stakeholders on HSE matters.
• Encourage ongoing improvement in workplace safety and environmental performance.

Qualifications

• A Bachelor’s degree or diploma in Occupational Health & Safety, Engineering, Environmental Science, or a similar discipline.
• At least 10 years of HSE experience in engineering consultancy, construction, infrastructure, or industrial project environments.
• Active membership with the Saudi Council of Engineers (SCE).
• Professional certifications such as NEBOSH IGC, IOSH, OSHA, or an equivalent credential.
• Strong communication, reporting, and organizational abilities.
• Good working knowledge of Microsoft Office tools.
• Capacity to work both independently and as part of a team in a fast-moving project setting.
