Geospatial Information Specialist

Role overview

The Geospatial Information Specialist will support the 380 ECES Installation Geospatial Information Office in Abu Dhabi, helping strengthen in-house capability for engineering-contract related work. This role focuses on technical support for planning, acquiring, maintaining, and managing GIS capabilities in line with contract requirements.

Core duties

• Deliver a broad range of data management support, with geospatial data as the main focus and non-geospatial data handled when needed to enable integration and interoperability.
• Safeguard, maintain, and make discoverable all installation geospatial information managed through the GeoBase Program, including the Defense Installation Spatial Data Infrastructure Common Installation Picture, AF Common Installation Picture, Regional Installation Picture, and related layers.
• Create engineering exhibits, site maps, and project graphics.
• Link GIS datasets with AutoCAD drawings and engineering records.
• Ensure all captured, created, edited, processed, or analyzed geospatial information is delivered electronically in formats compatible with ESRI file geodatabases and related software.
• Support the development, upkeep, and quality control of geospatial data in accordance with applicable guidance from schema owners, requirement owners, Air Force instructions, and common civilian-sector practices.
• Coordinate with Air Force planners, Installation Geospatial Information Officers, Field Operating Agencies, Primary Subordinate Units, and installation leadership on policy, guidance, and standard operating procedures.
• Maintain and refresh GIS databases and installation maps.
• Assist with engineering and construction project planning.
• Provide vector data editing and maintenance support for a government-furnished geodatabase.
• Deliver geospatial visualization, analysis, and business requirement integration services aligned with Air Force Central Command and local requirements.
• Develop and keep current utility and infrastructure mapping.
• Coordinate survey data with geospatial information.
• Preserve spatial accuracy for installation utility systems.
• Work closely with civil engineers, planners, surveyors, and project managers.

Required background and technical knowledge

• A bachelor's degree in GIS, geography, computer science, or a related discipline, plus at least 3 years of geospatial analysis experience.
• Working knowledge of C++, Visual Basic Script, and Python.
• At least 1 year of hands-on experience with recent versions of ESRI ArcGIS suite applications.
• Experience with AutoCAD, AutoCAD Civil 3D, Visual Basic, and building information modeling software; at least 1 year must be on AutoCAD / AutoCAD Civil 3D 2012 / GIS.
• Educational requirements may be replaced by experience, subject to government review; the stated equivalency is 2 years of experience for 1 year of education, and 8 years of experience may be treated as equivalent to a bachelor's degree.
• IAT Level II / Security+ certification in line with DoD 8570.01-M and AFMAN 17-1303.
• Ability to retain Functional System Administrator accounts for desktop program licenses and server SDE/license maintenance once available.
• Preferred but not mandatory: a master's degree and/or job-related certifications.
• Ability to read and interpret engineering drawings and utility plans.
• Strong communication and coordination ability.
• Proficiency with Microsoft Office applications.
• Background in surveying and utility mapping.
• Capability to serve as the main point of contact for installation-level geospatial information and services activities.
• Ability to provide technical and procedural support for effective use of geospatial technologies.
• Must be eligible to obtain and keep a SECRET U.S. Government clearance; U.S. citizenship is required to receive that clearance.

Work setting and physical requirements

Work will take place both indoors in a standard office or shop environment and outdoors in varying weather conditions. The job includes routine travel to remote locations, driving pickup trucks, all-terrain vehicles, or similar vehicles, and possible exposure to wildlife and insects. The role requires frequent walking on uneven ground, repeated lifting of up to 30 pounds during the workday, continuous computer use, ongoing visual focus on documents, constant speech and hearing use for communication, and sustained mental alertness. Strong planning and organizing skills are necessary, along with the ability to perform under deadlines.
