Role overview
The City of Winnipeg is hiring a Clerk A - Billing within the Finance and Administration Division of the Water and Waste Department. This is a full-time position on a permanent basis while assigned to a temporary posting, with a designated work location at 185 King Street and a hybrid work arrangement. The role reports to the Senior Clerk - Billing and supports customer account administration, billing coordination, and related clerical functions.
Work schedule and pay
Working hours are 8:30 a.m. to 4:30 p.m., Monday through Friday. Compensation is $1,249.30 to $1,770.23 every two weeks, in line with the Clerk A classification under the C.U.P.E. Collective Agreement. The employee group is C.U.P.E.

Key duties
- Maintain and update customer records in the department’s billing platform.
- Add remarks and customer details to billing accounts.
- Keep billing records current by using actual meter readings.
- Import electronic files into the billing system from different sources.
- Prepare and send written requests asking occupants to apply for water service or supply information needed to complete an application.
- Handle completed application letters and related follow-up.
- Obtain meter readings needed to open new accounts, close accounts, and support quarterly billing.
- Produce daily billing outputs such as bills, notices, and meter-reading request cards for mailing.
- Update records when Manitoba Family Services pays a customer’s water bill.
- Process mail returned to sender.
- Provide internal courier support to branch offices.
- Cover duties for other clerical staff in the branch when needed.
- Carry out other related tasks that match the classification.
Qualifications
- High school diploma or GED, plus formal training in business or office procedures, or an equivalent mix of education and experience.
- Previous experience in an office setting.
- Accurate typing speed of at least 20 net words per minute.
- Ability to use a personal computer in a Windows environment and work with Outlook, Word, Excel, and Synergen at a basic level.
- Strong organization skills with the ability to prioritize work and meet deadlines and productivity standards.
- Ability to perform accurate mathematical calculations.
- Capability to keep records accurate and maintain an orderly filing system.
- Strong verbal and written communication skills for dealing with customers and internal staff.
- Ability to follow written and spoken instructions and use sound judgment with limited supervision.
- Ability to build and maintain respectful working relationships across the organization and with the public.
- Basic understanding of safe work practices.
- Ability to handle confidential and sensitive information appropriately.
Employment conditions
The selected candidate must remain legally eligible to work in Canada. If the person holds a work permit, it is their responsibility to keep it valid. A police information check satisfactory to the employer will also be required at the candidate’s expense.

Training and learning expectations
The successful candidate must be able to learn to access, update, and process information in the Water and Waste billing system and the work order system within one to two months of appointment. Within three months, the person must develop working knowledge of the Water By-law, Sewer By-law, and department policies and procedures related to billing, collections, and meter reading. Willingness to learn the work of the Clerk B - Billing Clerks and provide coverage for them is required. Job-specific training must be completed as directed.
