About the organisation

MINDS has supported persons with intellectual disabilities and their families since 1962. Built on the belief that every person with an intellectual disability has strengths and potential, the organisation is dedicated to improving quality of life and promoting a more inclusive society in Singapore.

Today, MINDS is among Singapore’s largest charities with more than 850 employees. Its work is centred on expanding community-based support, improving employability, strengthening education, and encouraging inclusive living. Services span schools, employment and training development centres, home-based care, and community-based programmes that address the physical, psychological, environmental, and social needs of persons with intellectual disabilities.

Role overview

The Programme Officer for Outreach and Engagement will partner assigned centres to deliver programmes that strengthen interaction between the community and clients/caregivers. The role involves working closely with community partners and volunteers, guiding centre teams and volunteers in programme delivery, and building relationships that support MINDS’ mission of serving underserved and unserved individuals with intellectual disabilities in Singapore.

This position also requires close coordination with a multidisciplinary team that may include psychologists, social workers, occupational therapists, physiotherapists, speech language therapists, and training officers when planning and shaping programmes. Activities may take place within the centre or at external venues.

The ideal candidate is a confident communicator with strong time management and problem-solving abilities. The role calls for someone who can work both independently and as part of a team, and who brings integrity, sensitivity, commitment, and a genuine drive to advocate for people with intellectual disabilities.

Key responsibilities

  • Build and sustain professional and social connections with the local community so centre clients can benefit from community resources and volunteer support.
  • Maintain long-term relationships with community stakeholders to support ongoing volunteerism and create more opportunities for client participation, integration, and inclusion.
  • Manage the recruitment, placement, training, and appreciation of community stakeholders.
  • Work with relevant community partners and act as a driving force in improving disability awareness and inclusion within the centre’s operating boundary.
  • Plan, implement, and review programmes and activities alongside Training Officers and/or multidisciplinary team members.
  • Spot programme gaps and identify improvements to strengthen activities and outcomes.
  • Design and run programmes for clients and caregivers in the community inclusive space.
  • Support volunteer and community partner onboarding, recognition, and retention.
  • Protect the safety and well-being of clients, volunteers, and community partners during activities, including carrying out risk assessments and managing risks.
  • Carry out operational processes that keep the Community Inclusive Space running smoothly, including the retail, workshop, and drop-in centre components.
  • Help deliver services to the public and wider community with support from clients.
  • Coordinate community workshops that bring together clients, caregivers, and members of the community.

Requirements

  • At least a diploma in Social Work, Psychology, Community Services, or a related discipline.
  • Minimum 2 years of relevant work experience.
  • Experience as a Training Officer or Teacher Aide, especially with interest in programme or curriculum planning, will also be considered.
  • Strong teamwork and interpersonal skills.
  • Well-developed organisational abilities.
  • Clear written and verbal communication skills.
  • Self-driven, independent, and adaptable working style.
  • Comfort and willingness to work with people with intellectual disabilities.
