Role overview
This position is for a Chief Facilities Manager responsible for leading integrated facilities management across a campus environment in Woodlands, Singapore. The role reports directly to RP and is focused on keeping multiple facilities operating safely, efficiently, and without service disruption.
Key duties
- Oversee the daily operation of several facilities such as office buildings and other managed areas within the campus.
- Lead, guide, and develop a multi-level facilities workforce, including senior managers, managers, executives, supervisors, technical officers, technicians, and support staff.
- Supervise IFM technical personnel and specialists, including direct contractors and other parties appointed for integrated facilities services.
- Assess the cost and operational impact of actions taken by parties involved in the integrated facilities contract.
- Plan and control campus budgets, ensuring resources are used effectively for operations, maintenance, and improvement activities.
- Spot potential delays and overspending early, then take timely corrective action through the appropriate stakeholders.
- Make sure maintenance and project work are completed according to the planned schedule.
- Prevent any interruption to service quality; immediately notify RP of manpower absence, resignations, and similar issues, and include such cases in the monthly report while arranging replacement technical staff.
- Work with service providers, contractors, and vendors to ensure delivery standards and contractual obligations are met.
- Create and execute preventive maintenance plans, identify repair requirements, and resolve facilities issues promptly.
- Maintain compliance with health, safety, QEHS ISO, and statutory requirements, while applying measures that reduce risk and support a safe workplace.
- Ensure scheduled maintenance, work programmes, and contract SOPs remain current and are followed.
- Promote sustainable and eco-friendly practices, including energy efficiency and waste reduction initiatives.
- Keep accurate records, prepare reports, and update senior management on facility status and ongoing works.
- Review facility performance data, identify improvement opportunities, and create action plans to improve efficiency.
- Lead facility enhancement and renovation projects from initial planning through completion, working with internal teams and external contractors.
- Oversee landscape, pest control, grease interceptor, building, M&E schedule and breakdown maintenance, and A&A works, ensuring all contract requirements are completed within the agreed response, delivery, and completion timelines.
- Ensure the technical team, direct contractors, and subcontractors comply with RP’s QEHS ISO and statutory requirements.
- Track waste collection information and introduce measures to meet RP’s recycling targets.
- Manage food court, apartment, and childcare operators to ensure each premises is properly maintained and meets contract requirements.
- Support RP in preparing tender specifications as well as post-contract and renovation project documentation.
- Hold monthly meetings with RP and all key personnel to review IFM operational matters.
- Host site walk-throughs for external visitors such as ministries, statutory boards, and other authorised parties for inspections or campus visits.
- Carry out any additional related duties assigned by RP.
Requirements
- A degree in Architecture, Engineering, Real Estate, Building, Facilities Management, or a closely related discipline, plus 15 years of relevant experience; or
- A diploma in Architecture, Engineering, Real Estate, Building, Facilities Management, or a closely related discipline, plus 20 years of relevant experience.
- Registration as a Fire Safety Manager is an advantage, though not mandatory.
- Registration as a Workplace Safety and Health Officer is an advantage, though not mandatory.
