Role Overview

Chesterfield-Colonial Heights Department of Social Services is hiring a Benefit Programs Supervisor to guide residents of Chesterfield County and Colonial Heights through public assistance programs such as SNAP, TANF, and Medicaid while delivering strong customer service.

What You Will Do

In this position, you will coach and develop staff to strengthen customer service and accurate benefit eligibility decisions. A major part of the role is helping team members understand complex policies and procedures, while also leading them through operational changes and new program requirements.

You will help improve day-to-day operations by building efficient workflows for caseload handling and ongoing program administration. The role also involves reviewing data, evaluating program performance, and identifying opportunities to improve results. You will be expected to resolve difficult and unusual cases using sound judgment and specialized knowledge, while also serving as a key point of contact for other agencies and work groups to support coordination and collaboration.

Another responsibility is monitoring program spending for the unit to ensure budget compliance and responsible use of funds. During emergencies or natural disasters, you may be assigned to lead an Emergency Shelter Team and report for shelter duty to support impacted individuals and families. Additional duties may be assigned as needed to support departmental goals.

Minimum Qualifications

The ideal candidate will have a bachelor’s degree in a human services discipline and experience in human services programs in a lead or supervisory role, or an equivalent combination of education, training, and experience that provides the necessary knowledge and abilities.

You should also have working knowledge of computer systems, standard office applications, and the state Department of Social Services human services systems, along with a strong understanding of supervision and casework oversight.

Preferred Background

Preferred candidates will bring strong organizational, time management, communication, interpersonal, public relations, and supervisory skills. Experience planning and directing work activities such as service delivery, staff training, recordkeeping, and operational tasks is also desirable.

Additional preferred experience includes determining eligibility for social services programs, serving as a lead or senior worker, and working with IV-E foster care, Medicaid, and related federal, state, and local rules. Familiarity with public assistance programs such as SNAP, TANF, Child Care, General Relief, and Refugee Assistance is also valued. The county is also looking for candidates who can review policies and cases for accuracy, efficiency, and quality assurance, and who have broad awareness of management consulting, organizational development, and administration in public or private sector settings.

Work Style and Expectations

This role is best suited for someone who can handle a fast-moving environment, frequent interruptions, and multiple priorities while spending much of the day at a desk using several automated systems and supervising staff. A positive attitude and commitment to helping others are important for success in this position.

License, Screening, and Other Requirements

A valid driver’s license and a good driving record are required. Under the Virginia DMV point system, your record must not show six or more demerit points within the 24 months before the expected hire date, or one major violation worth six demerit points within the 36 months before hire. If you have an out-of-state record, you must obtain it yourself and bring it to the interview. The record must show at least three years of history and be dated within 30 days of the interview.

Pre-employment drug screening, an FBI criminal background check, and education/degree verification are required. A Chesterfield County application must be completed online by the deadline.

Chesterfield County provides a competitive benefits package. As a local Department of Social Services role, the position may also qualify for incentives approved by the Virginia Department of Social Services for candidates with additional relevant training, skills, and experience. Eligible backgrounds for possible incentives include a Master’s or Bachelor’s degree in Social Work, a Master’s in Human Services, LCSW credentials, Child Welfare Stipend participation, completion of COVLC new worker training, or bilingual ability in Spanish and ASL.

This county role may also contribute toward Public Service Loan Forgiveness (PSLF).

Schedule and Work Location

The standard schedule is Monday through Friday, from 8:30 a.m. to 5:00 p.m. The work location is Social Services in Chesterfield County, Virginia.
