Job summary
The Senior Project Manager will steer the delivery of medium to large technology initiatives for the Electronic Government Authority (EGA). The role is accountable for keeping projects on track across scope, schedule, budget, and quality, while working with cross-functional teams, external vendors, and delivery partners to reduce risks and support successful outcomes.
This position partners closely with Engagement Managers, who act as the main point of contact with government departments. The Senior Project Manager helps convert stakeholder needs into practical delivery plans and also supports the EPMO by feeding back lessons learned and strengthening delivery practices across the organization.
Key responsibilities
- Own end-to-end delivery of medium to large technology projects, from initiation to final closure, ensuring they support EGA’s digital priorities and departmental requirements.
- Work with internal teams, departments, and external partners to shape scope, objectives, deliverables, and success measures.
- Use Agile, Waterfall, or blended delivery approaches as appropriate, while maintaining strong control over planning, reporting, and change handling.
- Build and update detailed project plans, staffing allocations, and timelines, making adjustments when scope or constraints shift.
- Make sure execution follows EGA standards for governance, security, procurement, and service delivery.
- Track progress, surface risks and dependencies early, and manage handoffs across functions.
- Coordinate with the EPMO to keep work aligned with the required delivery framework and contribute insights that improve organizational maturity.
- Collaborate with Engagement Managers to translate stakeholder priorities and feedback into workable delivery actions.
- Support preparation of status updates and progress reports for departmental stakeholders, including milestones, risks, and dependencies.
- Serve as the main delivery contact for internal teams and vendors, while ensuring departmental communication stays aligned with the assigned Engagement Manager.
- Take part in workshops, review meetings, and change discussions with the Engagement Manager to preserve transparency and alignment.
- Keep communication clear and consistent across all delivery parties, escalating issues through the correct governance route when needed.
- Manage third-party vendors and solution providers to ensure contractual commitments, timelines, and quality expectations are met.
- Act as the liaison between EGA and external partners throughout the project lifecycle, helping resolve issues and maintain smooth coordination.
- Measure vendor performance against SLAs and delivery commitments, and drive corrective action when performance slips.
- Align vendor activities with internal technical teams so sequencing, integration, and milestone delivery stay on track.
- Support vendor selection and onboarding by checking scope clarity, timeline realism, and project risks during initiation.
- Maintain vendor documentation, reporting, and compliance records in line with procurement and audit requirements.
- Ensure all delivery work complies with governance rules, reporting standards, and EPMO controls.
- Identify, monitor, and manage risks, issues, and dependencies, escalating critical matters through formal channels and, where needed, with the Engagement Manager.
- Prepare accurate status reporting covering progress, risks, mitigations, and variances for both EPMO and departmental needs.
- Attend steering committees, project reviews, and quality assurance sessions, representing the delivery side and supporting wider stakeholder discussions.
- Support audits, quality checks, and compliance reviews by keeping records complete and decisions transparent.
- Lead structured project closure, ensuring contractual, financial, and technical obligations are completed.
- Coordinate handover of deliverables to operations, including ownership, support arrangements, and documentation.
- Run post-implementation reviews to assess outcomes, delivery performance, and lessons learned.
- Work with the Engagement Manager to share closure results and key learnings with departments and identify any follow-up needs or future collaboration opportunities.
- Capture closure insights and add them to the EPMO knowledge base to improve future delivery methods and practices.
Qualifications and experience
- A bachelor’s degree in Computer Science, Engineering, Information Systems, or a similar discipline is required; a master’s degree is preferred.
- PMP certification or an equivalent credential is strongly preferred.
- PMI-ACP or Certified Scrum Professional certification is preferred, and SAFe certification such as SAFe Agilist is an advantage.
- Additional credentials in risk management, Agile delivery, or IT governance such as ITIL, COBIT, or MoP are beneficial.
- At least 7 years of progressively responsible experience managing technology projects, including digital services, infrastructure, or enterprise applications.
- Proven delivery experience using Agile, traditional, or hybrid approaches in multi-vendor or matrixed environments.
- Experience working with departmental or external stakeholders through structured interfaces such as Engagement Managers or account leads.
- A strong record of delivering projects successfully within scope, time, cost, and quality constraints.
- Experience coordinating third-party delivery partners, internal teams, and executive-level reporting processes.
- Exposure to enterprise platforms and government service ecosystems such as SAP S/4HANA, SAP BTP, cloud infrastructure, and citizen-facing platforms.
- English communication skills, both written and spoken, are essential.
- Arabic communication skills, both written and spoken, are preferred.
