About the Role

Position Summary

The Program Manager will act as the senior leader accountable for end-to-end delivery and oversight of work performed under the CPIC and Financial Management Support Services project. This person will be the client’s main contact and will carry overall responsibility for quality, timeline adherence, security, and compliance.

Key Responsibilities

  • Oversee all workstreams at a senior level to ensure strong delivery quality, on-time execution, and contract compliance.
  • Function as the customer’s primary day-to-day point of contact.
  • Align and coordinate efforts between the Capital Planning and Financial Management teams.
  • Create, update, and maintain the Program Management Plan, monthly work plans, and status reporting.
  • Direct onboarding, transition, and off-boarding activities across the full contract lifecycle.
  • Ensure work aligns with FITARA, Technology Business Management (TBM), and CPIC governance requirements.
  • Lead personnel management while maintaining team quality, security compliance, and schedule discipline.
  • Track program risks, reduce exposure where possible, and escalate concerns to federal leadership when needed.

Minimum Qualifications

  • At least 7 years of experience leading federal IT portfolio, capital planning, or financial management support engagements.
  • Background serving as the main interface for federal government CORs and contracting staff.
  • Proven success managing cross-functional teams in a high-pressure, high-visibility federal setting.
  • Working knowledge of FITARA, TBM, OMB A-11, and CPIC governance structures.
  • Experience operating in federal shared-cost IT environments and working with interagency agreements (IAA).
  • Excellent written and verbal communication skills, including the ability to brief senior federal stakeholders.

Preferred Qualifications

  • PMP or PgMP certification is preferred.
  • Prior support for USDA or FPAC programs is strongly preferred.
  • Familiarity with USDA OCIO investment review processes and federal shared-cost models is an advantage.
