Role Overview
Blue Water Thinking is looking for an experienced and committed Junior Trainer to support the Department of Veterans Affairs. This position focuses on planning, developing, and delivering testing support, learning management activities, tailored subject-matter training, and educational programs in both classroom-based and online environments for Veterans Health Administration initiatives.
What You Will Do
- Plan, build, coordinate, and run instructor-led and web-based training programs that support VHA operational and clinical priorities.
- Assess training needs and analyze performance gaps to identify where communication, knowledge, or skills need improvement.
- Convert training requirements into workshops, learning modules, remedial content, and other instructional solutions.
- Create, refresh, and maintain curricula, workbooks, facilitator materials, participant handouts, job aids, and related learning tools.
- Develop and refine both standard and customized training content aligned with program goals and adult learning best practices.
- Support learning management systems by creating courses, tracking enrollment, producing reports, and handling ongoing maintenance.
- Maintain training databases and documentation with a focus on accuracy and compliance.
- Deliver engaging in-person, virtual, and online sessions for a variety of stakeholder groups.
- Help end users with training content, learning systems, and educational resources.
- Organize training schedules, logistics, communications, and administrative tasks tied to delivery.
- Participate in project meetings, working sessions, committees, and stakeholder discussions.
- Prepare and present briefings, demonstrations, and presentations for leadership, staff, and end users when needed.
- Support test administration, user readiness, and training activities related to system launches and enhancements.
- Work with subject matter experts, clinical staff, and project teams to ensure training reflects current workflows, policies, and best practices.
- Track training impact and suggest improvements based on feedback, evaluation data, and changing organizational needs.
Minimum Qualifications
- Bachelor’s degree is required.
- Experience training end users on Oracle Health (formerly Cerner) electronic health record systems, or experience supporting training within the Department of Veterans Affairs, Veterans Health Administration, or another federal healthcare setting.
- At least 3 years of experience in training support, instructional design, learning management, workforce development, or a similar area.
- Background in designing and delivering instructor-led and virtual learning for adult audiences.
- Experience developing instructional materials, curricula, job aids, presentations, and similar learning assets.
- Hands-on experience using learning management systems, training databases, or other training administration tools.
Preferred Qualifications
- Professional clinical experience and familiarity with healthcare delivery environments.
- Knowledge of adult learning theory, instructional systems design, and training evaluation methods.
- Experience supporting healthcare IT implementations, upgrades, or modernization projects.
- Exposure to change management, user adoption, and organizational readiness work.
- Strong facilitation, presentation, and communication skills for varied audiences.
- Experience developing web-based training, eLearning content, and virtual learning solutions.
- Comfort using Microsoft Office, collaboration platforms, and training development software.
- Ability to thrive in a collaborative setting while managing several priorities at once.

Compensation
The pay level for this role is influenced by factors such as location, the candidate’s mix of knowledge, skills, competencies, and experience, as well as contract affordability and organizational needs. The projected annual salary range is $65,000 to $85,000.
