Senior Engineer - Planning

Role overview

This site planning and commercial role focuses on keeping project execution financially and contractually aligned. The position brings together cost control, schedule-linked reporting, contract support, client billing, and subcontractor/vendor billing. It works closely with planning, execution, procurement, stores, commercial, quality, and safety teams to help leadership manage budgets, forecasts, progress tracking, claims, and billing accurately across the project lifecycle.

Cost planning and control

• Contribute to building the project budget and cost baseline using the BOQ, rate analysis, scope of work, and the project schedule.
• Track site spend on materials, manpower, subcontracted work, and plant & machinery, then compare actuals against the approved plan.
• Gather cost inputs from execution, procurement, billing, and stores so daily and monthly expenditure can be monitored against project activity.
• Link cost information with planning tools such as Primavera or MS Project to support earned value analysis, cash flow projections, and CPI calculations.
• Prepare cost statements, investigate gaps between planned and actual spend, and recommend corrective actions where needed.

MIS, progress reporting, and dashboards

• Collect and compile progress data on a daily, weekly, and monthly basis from execution, quality, safety, and stores teams.
• Prepare DPRs, WPRs, MPRs, and MIS dashboards in standard formats covering physical progress, financial progress, manpower deployment, material usage, and work-front status.
• Support schedule updates in Primavera or MS Project and pull the relevant data into reporting formats.
• Coordinate with site teams to capture actual versus planned progress, milestone completion, critical activities, and pending approvals.
• Maintain trackers for material reconciliation, productivity, subcontractor performance, and delay monitoring.

Contract administration support

• Align project milestones, deliverables, and timelines with the terms agreed in the contract.
• Help interpret clauses related to milestones, liquidated damages, time extensions, risk sharing, and variations.
• Monitor progress against contractual obligations and flag possible delays, scope changes, or non-compliances.
• Assist in preparing and sending notices related to variations, hindrances, delays, and claims in line with contract conditions.
• Use planning tools to follow critical paths and time impacts, and support delay analysis for extension of time claims.

Client billing and quantity surveying

• Prepare monthly and milestone-based running account bills for clients using verified site progress, BOQs, and contract terms.
• Work with execution teams to collect progress data, verify physical quantities, and keep measurement sheets current.
• Review billing clauses, milestone definitions, and item-rate structures to ensure submissions are correct and timely.
• Support the billing plan by linking it to the construction schedule, milestone dates, and cash flow forecasts.
• Reconcile quantities between approved GFC drawings, BOQs, and actual site execution to avoid duplication or missed billing.

Subcontractor and vendor billing

• Prepare running and final bills for subcontractors and vendors using site progress records and measured quantities.
• Check executed quantities against BOQ items and technical specifications so rates and billing terms are applied correctly.
• Prepare measurement sheets, joint measurement records, and abstract sheets with the execution and QA/QC teams.
• Support client RA billing based on certified progress, contract terms, and milestone achievement.
• Coordinate with contracts and commercial teams to include approved variations, extra items, and change orders in billing.
