About the Role

STI-TEC is seeking a Program Manager to act as the main coordinator between the contractor team and government stakeholders on contract-related staffing and program matters. This position focuses on smooth contract delivery, workforce oversight, policy compliance, and quick handling of personnel concerns. The role calls for strong leadership, clear communication, and steady coordination to ensure contract requirements are consistently met with professionalism and strong customer service.

Key Responsibilities

  • Act as the contractor’s lead representative and day-to-day liaison with the Contracting Officer, Contracting Officer’s Representative, Contract Specialist, and other government contacts.
  • Oversee personnel assigned to the program and manage their overall performance and support.
  • Coordinate onboarding steps such as access approvals, credentials, badges, and required security clearances or facility entry requirements.
  • Make sure contractor staff follow all applicable CG-AIR, Aviation Logistics Center, DHS, U.S. Coast Guard, and company policies and procedures.
  • Track employee performance and contract adherence to support successful delivery of all obligations.
  • Respond promptly to personnel or performance concerns raised by the government, take corrective action as needed, and keep the COR updated on actions and outcomes.
  • Manage employee removals or replacements when necessary, working professionally and coordinating closely with the COR.
  • Maintain regular communication with government leadership about staffing, personnel status, contract execution, and operational challenges.
  • Ensure staffing remains sufficient to avoid interruptions in contract performance.
  • Be able to arrive at the government facility within one hour of government notification unless a written alternate arrangement has been approved by the Contracting Officer.
  • Encourage accountability, safety, professionalism, and ongoing improvement across the contractor workforce.
  • Keep reporting, documentation, and issue resolution current and timely.
  • Support quality assurance efforts and help implement improvements that strengthen contract performance.
  • Carry out other program management duties as needed to support successful contract execution.

Requirements

  • Bachelor’s degree in Business Administration, Management, Public Administration, Aviation Management, or a closely related field; equivalent education and progressively responsible experience may also be considered.
  • At least five years of experience in program, project, or contract management supporting federal government contracts.
  • Proven background managing contractor staff and serving as the main point of contact for government customers.
  • Experience addressing personnel issues while staying aligned with contract and organizational requirements.
  • Working knowledge of federal contracting environments and effective contractor management practices.
  • Strong leadership, organization, problem-solving, and decision-making abilities.
  • Excellent verbal and written communication skills for interaction with government officials and contractor personnel.
  • Ability to juggle multiple priorities in a fast-moving operational setting.
  • Proficiency with Microsoft Office tools including Word, Excel, Outlook, and PowerPoint.

Preferred Qualifications

  • Prior experience supporting the U.S. Coast Guard, Department of Homeland Security, Department of Defense, or other federal agencies.
  • PMP certification or an equivalent project/program management credential.
  • Experience managing service contracts in aviation maintenance, logistics, or operational support environments.
  • Familiarity with quality management systems, performance metrics, and continuous improvement methods.
