Role overview
Commissionaires Ottawa is hiring a Manager, Learning Centre for a two-year backfill term at its Ottawa head office. This is a full-time, on-site position reporting to the Chief Human Resources Officer. The role leads corporate learning and development activity, including supervision of training specialists, and helps shape the organization’s learning approach with an emphasis on workforce readiness, regulatory compliance, and employee growth.
The position is based at 24 Colonnade Road, Ottawa, Ontario, with free parking available on site. Work hours are daytime, Monday through Friday. The starting salary is $100,000 per year.
What this role involves
You will guide the organization’s training direction, oversee annual planning and budgeting, and ensure learning programs are built on adult education principles and aligned with relevant federal and provincial requirements. The role also includes coordination of national e-learning initiatives, use of digital learning tools, and support for upskilling and reskilling efforts tied to workforce transformation.
Key accountabilities
- Help shape the organization’s learning strategy by identifying priorities and suitable training solutions.
- Prepare and oversee the annual learning budget and training plan.
- Act as project manager for national e-learning initiatives.
- Ensure training design and delivery follow adult learning principles and applicable compliance requirements.
- Track changes in federal and provincial regulations and evaluate their effect on training programs.
- Use new learning technologies and digital delivery tools to improve access and effectiveness.
- Support learning initiatives that strengthen skills and prepare the workforce for organizational change.
- Work with operations leaders to identify training needs and respond to them.
- Lead, coach, and direct a team of training specialists.
- Assess team capabilities, assign work appropriately, and identify development needs.
- Provide regular reporting on training activity, results, and metrics.
- Manage documentation related to security guard certification in Ontario and Quebec.
Qualifications and experience
Candidates should bring at least five years of progressive experience in learning and development, including a minimum of two years in a management or leadership role. A bachelor’s degree in Human Resources Management, Business Administration, Education, Organizational Development, or a comparable mix of education and experience is required. Certification in learning and development, such as CTDP through CSTD or an equivalent credential, is an advantage.
Applicants should have a working understanding of adult learning theory, instructional design approaches, and the end-to-end training lifecycle. Familiarity with learning management systems, e-learning authoring tools, and digital learning platforms is needed, along with knowledge of regulatory and compliance rules affecting the security industry in Ontario and Quebec, including provincial licensing laws and federal standards. Candidates must be able to qualify for and maintain a Government of Canada Secret security clearance.
Skills and strengths
The ideal candidate brings strong leadership, strategic planning, analytical thinking, budget management, presentation, facilitation, communication, organization, negotiation, conflict resolution, and discretion. Proficiency with Microsoft 365 and learning management systems is also important. French language ability is considered an asset.
