Role Overview

Technology Innovation Institute is looking for a seasoned and strategic Internal Communications Manager to shape how the organization informs, engages, and connects with its people. The position is based in Abu Dhabi and is open only to UAE Nationals. It is a full-time consulting assignment on a 12-month contract, with the possibility of extension.

What You Will Do

You will lead the planning and delivery of internal communication initiatives that support employee engagement, reinforce organizational culture, and keep communication aligned with business priorities. The role requires close collaboration with senior leaders and cross-functional stakeholders to ensure employees stay informed, connected, and aligned with the institute’s purpose, values, and direction.

Internal Communications Strategy and Leadership Engagement

  • Define and manage the internal communications strategy so it supports the organization’s purpose, vision, values, leadership priorities, and business goals across all internal channels.
  • Set up and maintain a clear communications governance model, including message hierarchy, cadence, and standards for leadership updates, announcements, and employee communication.
  • Plan and run leadership engagement initiatives such as CEO town halls, leadership briefings, cascade messaging, and two-way interaction formats.
  • Drive internal campaigns that bring organizational values and culture to life through stories, narratives, and engagement moments that build belonging.
  • Support communication during change, growth, restructuring, and strategic transformation through stakeholder mapping, clear messaging, and proactive engagement planning.
  • Create measurement approaches to assess communication performance using indicators such as reach, engagement, sentiment, and trust, then use the findings to improve delivery.

  • Evaluate and recommend tools, technologies, and engagement platforms that improve connectivity and information flow.

Newsletters and Internal Circulars

  • Own the editorial planning, development, and production of the monthly internal newsletter.
  • Create structured internal email communications for major updates, milestones, and organizational achievements.
  • Identify new systems, apps, and technologies that can help the broader organization stay informed and engaged.

Employee Engagement

  • Coordinate internal retreats, award activities, announcements, and visits.
  • Prepare congratulatory and celebratory messages for key occasions such as National Day, Emirati Women’s Day, and Tech Week.
  • Work with marketing teams to develop gift concepts and engagement ideas for important milestones.
  • Oversee pulse surveys, quarterly engagement surveys, and the annual employee survey, and compile the results into a final report.

Internal Reporting

  • Prepare weekly internal reporting for leadership, including a current and forward-looking activities calendar.
  • Write narrative updates on major internal developments and engagement trends.

Cross-functional Collaboration

  • Build strong working relationships across business functions to understand communication needs and organizational priorities.
  • Serve as a trusted advisor to business units on internal messaging and employee engagement approaches.
  • Contribute to enterprise-wide campaigns led by Marketing & Communications, ensuring internal alignment and amplification.

Experience and Skills

Success in this role calls for more than seven years of experience in general communications, with a strong focus on internal communications. Background in a government environment is preferred, and agency experience is considered an advantage. You should be comfortable managing vendors and consultancies, keeping multiple priorities on track, working with sensitive information, and translating data into clear reports. Strong organizational and project management ability, together with solid PowerPoint and Excel skills, is essential.

Education and Professional Development

A bachelor’s degree in Communications, Public Relations, Business Administration, or a related discipline is required. A master’s degree in Strategic Communications, Organizational Psychology, or an MBA is preferred. Additional value is given to candidates with change management or internal communications certifications, as well as training in employee engagement measurement tools.
