About the organisation
The National Screening Service (NSS) runs four nationwide, population-based screening programmes in Ireland: cervical, breast, bowel, and diabetic retinopathy screening for the early detection of sight-threatening disease.
These programmes are designed to identify health concerns at an early stage in people who are otherwise well. The aim is to spot disease sooner, reduce the chance of illness or complications, improve the likelihood of effective treatment, and help individuals make informed choices about their health.
As part of the wider role of NSS, the service also contributes to policy development and provides expert advice. Its current strategic direction is set out in a five-year plan covering 2023 to 2027.
Role purpose
This position supports the Strategy, Business & Projects function by providing project management expertise, direction, and practical assistance to NSS departments and programmes involved in projects.
The postholder will manage and contribute to projects across NSS using the NSS/HSE project management approach, take responsibility for assigned workstreams, and help create a consistent project delivery method across the organisation.
Key duties
- Manage, lead, and contribute to projects linked to the department’s work.
- Play an active part in delivering agreed project outputs and milestones.
- Prepare project business cases, charters, and initiation documents.
- Build, track, and revise project plans and budgets.
- Create and maintain stakeholder engagement and communication plans.
- Develop work breakdown structures for projects.
- Identify, record, and manage risks and issues in line with HSE enterprise risk policy procedures.
- Make sure any changes to approved project initiation documents follow the formal change control process.
- Produce internal reports and presentations for senior stakeholders.
- Write clear, accurate, and well-supported reports using reliable evidence and relevant monitoring data.
- Gather and prepare information for Freedom of Information requests and Parliamentary Questions when required by the Head of Department or nominee.
- Assist with monthly, annual, and ad hoc reporting and documentation needs.
Candidate profile
Applicants closing on the competition date must meet one of the following: hold a recognised professional project management qualification such as PRINCE2 Practitioner or PMP, or hold another relevant Level 8 qualification in a related discipline; or have substantial project management or management experience with professional expertise that is equivalent to the above.
In addition, candidates must have experience managing complex projects through the full lifecycle, including governance, planning, risk management, reporting, and implementation. They must also demonstrate the knowledge, ability, and overall suitability needed to carry out the duties of the post to a high standard.
Health and character requirements
The successful candidate must be medically fit to carry out the role and able to provide regular, efficient service. Good character is also required for the position.
