Role overview
The Senior Analyst for OD & Workforce Planning will lead and support a range of organization development and workforce planning activities. This includes shaping operating models, refining organizational structures, drafting functional mandates, preparing job descriptions, and producing workforce-related reports. The position is focused on using data and analysis to help build a future-ready organization that stays aligned with strategic priorities, structure requirements, and workforce needs.
Key responsibilities
Organization development
- Assist in designing and reviewing organizational structures so they support strategic goals, improve efficiency, and make roles easier to understand.
- Analyze reporting hierarchies, spans of control, and layer counts, then recommend ways to improve the structure.
- Help develop and update functional mandates so responsibilities, accountabilities, and role boundaries remain clear and aligned with departmental aims.
- Take part in reviews of operating models and transformation programs while ensuring consistency and governance requirements are met.
- Support the creation and upkeep of org charts and structure records.
Job design and job descriptions
- Draft, review, and refresh job descriptions to keep them consistent with approved structures, functional mandates, and competency models.
- Work with departments to confirm job content, duties, and qualification requirements.
- Make sure job descriptions accurately reflect reporting lines, organizational levels, and core as well as technical competencies.
- Help standardize and automate job description creation using digital and AI-enabled tools to improve speed and accuracy.
- Maintain a centralized repository of approved job descriptions and support version tracking and governance controls.
Strategic workforce planning
- Gather, review, and interpret workforce information to support manpower forecasting and optimization.
- Track headcount, vacancies, and workforce movement data.
- Contribute to workforce scenario planning, including the impact of new initiatives, restructuring, or automation.
- Coordinate with departments to validate manpower plans and ensure they match approved structures.
Analytics and reporting
- Build analytical reports and dashboards that show structural efficiency, workforce utilization, and improvement opportunities.
- Maintain strong data quality and ensure HR systems match organizational records.
- Support benchmarking exercises and turn findings into insights that guide strategic decisions.
Stakeholder engagement
- Partner with HR Business Partners, Strategy, and Finance teams to align workforce and organizational data with planning cycles.
- Prepare data and supporting documents for governance submissions and leadership presentations.
- Help drive awareness and communication efforts that strengthen understanding of OD and workforce planning across the organization.
Additional duties
- Perform any other duties linked to the role as assigned by the direct manager.
- Follow all departmental policies, procedures, standard operating practices, and instructions to ensure work is controlled and consistent.
- Act in line with the organization’s values and ethics to help maintain a values-driven culture.
- Identify opportunities to improve systems, processes, and practices with a focus on global standards, productivity, sustainability, and cost reduction.
Qualifications
A bachelor’s degree is required, with a master’s degree preferred, in Human Resources Management, Organizational Psychology, Business Administration, or another relevant field. Professional HR certifications such as SPHR, PHR, SHRM-SCP, or SHRM-CP are preferred.
Experience
The role calls for 3 to 5 years of experience in Organization Development or a closely related position or industry.
Skills and capabilities
The successful candidate should have strong knowledge of organization development principles and best practices, be able to work effectively with business software and HR or analytics platforms, and manage multiple priorities with initiative. Strong written and verbal communication skills are essential, along with the ability to align stakeholders. Full professional fluency in both Arabic and English, spoken and written, is required. The person should also be self-driven and able to deliver work on time.
Relationships
Internal coordination will mainly involve relevant DCT sectors and departments. External interaction may include consultancy firms, OD freelancers, and HRA or other relevant government entities.
