Overview
This is a full-time, on-site federal position based in West Point, NY. The role is interdisciplinary in nature and may be filled from a construction, engineering, or architecture background. It supports project development, coordination, and delivery for new construction as well as renovation and alteration work.
Key Duties
- Examine project records such as development brochures and feasibility studies to understand scope, constraints, and funding limits.
- Support the master planner by contributing technical input during scope definition and preparation of project materials when specialist knowledge is needed.
- Review concept submissions, combine comments from reviewers, and make sure feedback stays aligned with the approved scope.
- Track and reconcile comments on contract documents to keep all materials consistent with the project scope.
- Work with affected staff elements to ensure that special needs for work conditions and scheduling are built into the final construction documents.
- Serve as the central contact for questions, issues, and project-related problems.
- Manage new construction and renovation or alteration projects as the project manager.

Qualifications
Applicants must be U.S. citizens. Candidates need to meet the education and/or experience standards for the applicable professional series and also satisfy the specialized experience requirement for the position.
Architecture series: A qualifying candidate must hold a bachelor's degree or higher in architecture, or in a related field that includes 60 semester hours of architecture-related coursework, with at least 30 semester hours in architectural design and 6 semester hours each in structural technology, materials and construction methods, and environmental control systems. An alternate path is a mix of education and experience that provides equivalent architectural knowledge; this may include related architectural engineering coursework or professional architectural experience, including 1 year of office or architectural work for each year short of a completed architecture degree. If there are no college courses, 5 years of such experience is required.
Engineering series: For general, civil, mechanical, or electrical engineering, a qualifying degree must be in engineering from an accredited program, or the education must include calculus and advanced coursework in at least five areas of engineering science or physics such as statics, dynamics, strength of materials, fluid mechanics, thermodynamics, electrical fields and circuits, materials science, or another comparable area. An alternate route is a combination of education and experience that demonstrates both the physical and mathematical science foundation and practical engineering understanding. Acceptable proof may include current EI/EIT registration or PE licensure, passing the FE exam or another written licensure test, completion of 60 semester hours in physical, mathematical, and engineering sciences, or a related scientific degree plus at least 1 year of professional engineering experience under supervision.
Specialized experience: One year of experience at the GS-11 level or equivalent is required. This should include reviewing project documentation for scope and funding compliance, coordinating with stakeholders to consolidate comments and requirements, helping project managers resolve conflicts and reduce schedule impacts, and managing moderately complex construction and renovation assignments under senior guidance.
Foreign education: If foreign coursework is used to qualify, it must be evaluated by a private credential evaluation service or otherwise shown to be equivalent to accredited U.S. education.
