HSE Manager

Role overview

We are looking for a seasoned HSE Manager to oversee the rollout of Health, Safety, and Environmental management systems on major construction projects in Qatar. In this role, you will build a strong safety mindset across the site, ensure compliance with local rules and global standards, and help maintain safe working conditions across all activities.

Key responsibilities

• Direct the setup and ongoing enhancement of project HSE management systems.
• Create, track, and uphold HSE policies, procedures, and safe work methods.
• Foster a forward-looking safety culture across every stage of the project.
• Ensure adherence to Qatar construction HSE laws, client expectations, and internationally accepted practices.
• Carry out HSE audits, site inspections, risk evaluations, and incident reviews.
• Assess HSE performance on the project and share routine updates with leadership and stakeholders.
• Liaise with clients, consultants, contractors, and local authorities on HSE-related topics.
• Provide safety training, awareness sessions, and toolbox talks for project teams.
• Implement corrective and preventive measures to reduce hazards and avoid incidents.

Requirements

• A bachelor’s degree in Engineering, Occupational Safety, or a closely related field.
• NEBOSH Diploma or a similar professional HSE certification is preferred.
• At least 15 years of HSE experience in the construction sector.
• Hands-on background in large building projects such as residential, accommodation, mixed-use, institutional, or comparable developments.
• A strong record of delivering projects of similar scale and complexity.
• Prior work experience in Qatar is strongly preferred; GCC experience is also acceptable.
• Valid MMUP/UPDA registration is preferred for applicants currently in Qatar and is mandatory where applicable.
• Good working knowledge of Qatar construction HSE regulations, standards, and industry best practices.
• Exposure to QatarEnergy requirements, major clients, consultants, and local authority procedures is an added advantage.
• Excellent written and spoken English communication skills.
• Strong leadership, people management, coordination, and stakeholder engagement abilities.
