Role Overview
The HR Operations Manager will own and guide the organization’s HR operations, making sure day-to-day processes run smoothly, lawfully, and in line with company standards. This position covers the full employee journey, HR administration, payroll coordination, government-platform handling, policy rollout, records management, and ongoing process enhancement to help achieve business goals.
Key Responsibilities
- Direct the HR Operations team and ensure strong performance across all service areas.
- Create, refine, and maintain HR procedures, operating policies, and governance structures that support business priorities.
- Maintain full alignment with Saudi Labor Law, applicable regulations, and internal policies.
- Manage employee lifecycle activities, including onboarding, changes in employment status, transfers, promotions, and exits.
- Oversee compliance checks, internal reviews, and risk-reduction actions to protect operational integrity.
- Supervise employee administration, records handling, document management, and HR data quality.
- Work with senior leaders on workforce planning, organizational efficiency, and operational upgrades.
- Support payroll governance by validating HR data, approvals, and coordination with Finance in line with payroll rules.
- Track and improve HR KPIs, service delivery targets, and employee experience using data-led insights.
- Manage HR systems, digital transformation efforts, and automation projects to raise efficiency.
- Administer government portals and regulatory systems such as Qiwa, GOSI, Mudad, Muqeem, and related platforms.
- Coach and develop team members while promoting a high-performance, service-oriented culture.
- Handle employee relations matters, disciplinary cases, grievance processes, and policy interpretation with business stakeholders.
- Prepare management reports, dashboards, and workforce analytics for executive decision-making.
- Lead continuous improvement initiatives by identifying gaps, applying best practices, and strengthening HR service delivery.
- Coordinate closely with Talent Acquisition, Payroll, Government Relations, Finance, and other departments to ensure end-to-end HR support.
Requirements
- Bachelor’s or Master’s degree in Human Resources, Business Administration, or a similar field.
- 7 to 10 years of HR Operations experience.
- Prior exposure to construction, engineering, or industrial environments is preferred.
- At least 3 years of experience in a supervisory or managerial HR capacity.
- Strong working knowledge of Saudi Labor Law.
- Hands-on experience with HRIS and ERP platforms.
- Sound understanding of Qiwa, GOSI, Mudad, Muqeem, and other government HR systems.
- Strong leadership and team management capabilities.
- Excellent verbal and written communication skills, with strong interpersonal ability.
- Well-developed analytical thinking and problem-solving skills.
- High attention to detail and solid organizational discipline.
- Proficiency in Microsoft Office tools, especially Excel, Word, and PowerPoint.
- Fluency in both Arabic and English.

This position is based in Al Jubayl, Saudi Arabia and is a full-time, onsite role.
